This all comes down to the rules.....1. references....does the contractor have them??? I ALWAYS furnish all my prospective customers them....no excuses...2. insurance....again, I always furnish proof....3. Read the proposal carefully...I ALWAYS list materials down to tape used, the brand, the grit of sandpaper, the manufacturer, etc....its INEXCUSABLE to not list all of these items....I am a member of the PDCA, the Painting and Decorating Contractors of America, the foremost authority in the coatings industry and they also approve of what I listed....if you do not follow these guidelines, you will NOT get a job reflective of "professional". Look for the PDCA where any painting contractors are, if they are not a member, RUN!
I'm an architect and my firm routinely specifies interior finishes for projects so I thought I'd contribute a professional's perspective on the issue of how many coats of paint are deemed "acceptable". The fact of the matter is the average consumer usually isn't a paint expert and can't be expected to know about all the factors that impact coverage. That knowledge is considered "means and methods" and in a court of law, the responsibility lies with the painter or general contractor, not the consumer. What the consumer should be concerned about is the final result-does it look good and is it what you expected? The simplest way to communicate this to your painter is to stipule in your written agreement that the number of coats will be "as required to cover". That way all the guess work about what kind of primer, how many coats, how color affects the scope of work, etc., is removed from the consumer's responsibility and resides where it belongs-with the professional. In the contract that's why retention is always a good idea-typically 10% is withheld from payment until the job is completed to the satisfaction of the customer. Of course in return you as the customer have to be reasonable about what constitutes a completed job. Just my $.02.

Use what the pros use—canvas drop cloths. They're not slippery and they absorb splatters (but still wipe up large spills or they can bleed through). "Unless you're painting a ceiling, you don't need a jumbo-size cloth that fills the entire room," a pro says. I would not recommend this company for the following reasons:1. Original appointment was very specific to them on what was needed and to take photos for 3 apartment unit plumbing fixture repairs. One unit had a bathroom tub/shower backup.2. No photos taken, 3 trips later and only 1 unit completed to satisfaction. (Backup) 3. Other faucets unable to find on line with their suppliers and repair 4. Had to find another plumbing company to complete the jobs. 5. Invoicing had to be redone as not in detail of job address for tax purposes 6. Bad communication throughout the project process with their internal customer service. Their technician and project manager ordering parts. 7. For the back up. Did not bring out correct snake on both trips and had to replace lines as too small to break through backup. Costing over $800 for 3 trips just to complete that situation out. 8. Ordered the wrong parts when 2nd trip out since no photos taken to confirm what was needed. Very dissatisfied and will never ask them to work in any of our rental properties again.
Spills and spatters happen, regardless of how careful you are. It’s a lot easier to pre- pare for them than to wipe them out of your carpeting or off your wood floor later. All it takes is canvas drop cloths in your work area (a 4-ft. x 15-ft. cloth costs $15). The thick canvas stays in place, so you don’t need to tape it, and you can use it to cover any surface. Plastic drop cloths are slippery to walk on or set a ladder on and don’t stay in place. Even worse, paint spills on plastic stay wet, and they can end up on your shoes and get tracked through the house. Canvas is slippery on hard ﬂoors, so rosin paper ($10 for 400 sq. ft. at home centers) is better over vinyl, tile and hard- wood. Tape the sheets together and to the ﬂoor to provide a nonslip surface.

Plumbers use PEC, insulation is sprayed, glue-lams allow for open floor plans and furnaces are no longer stoked with coal. As for the new people, if these trades cannot attract fresh blood we will all be unable to get homes built and repairs made. I don't yearn for my first home with the leaky concrete block foundation, failing well pump and an oil furnace held up by the plenum. How a paint will perform has to do with its sheen, or gloss. Flatter, low-luster paints contain minerals that roughen the surface, creating an even coat that hides flaws. Glossier paints have fewer minerals and form a smoother, more durable finish, but they show imperfections.
Even an old lamp with a bare bulb held close to a wall will make minor cracks, bumps or nail pops jump out. Carmen Toto, owner of C. Toto & Sons in Madison, New Jersey, uses painter's putty or a lightweight spackle for minor cracks and dents; he uses plaster of Paris for dents deeper than 1/8 inch. Instead of the standard tape-and-spackle method for bridging over recurring stress cracks, Maceyunas uses a rubberized spray-on primer called Good-Bye Crack. Damaged wood requires a slightly different approach. "Don't use spackle on wood," says Toto, "because it just won't stick." "Cutting in is an acquired skill, but it's something you can't do at all with a ratty brush," says Doherty. When cutting in on a wall, he loads his brush and spreads out the excess paint, then works the brush up to the line between wall and ceiling. A brush stroke that's too wide creates a hatband, or smooth brushed band, on the very top of the wall where it meets the ceiling. To avoid this, Dixon recommends rolling first and then cutting in with a brush. "A good roller can get within 1/2 inch of the ceiling," he says. "You'll save time by not brushing more then you have to." When painting baseboards, "a wide taping knife makes a good paint guard," says Span. "Just keep the blade clean to prevent drips from working around the edge of the knife."

I've seen this article sent out 4 times now. It's out dated in terms of today's "Scams." Paint stores haven't charged more money for deeper paint colors in over 15 years. Also Water downed paint? Seriously? That would never happen in the real world. And Wall repair? what painter would ever not assume wall repair as included? A bucket also lets you box, or mix, two or three cans of paint to avoid color discrepancies. He not only didn't paint the gutters, the paint of the walls and front door is pealing off. He did not sand the door and the wall color is washing off. We contracted with Warline to repaint the exterior of our townhouse complex. This was a complex job with multiple elevations and a demanding client (42 owners to please). Our conclusion was that the job could not have gone better. Someone with meticulous attention to detail and a steady hand should be assigned the job of "cutting in," or painting a straight edge where needed, such as along a wall where the ceiling does not get painted. Many products are available to assist, but none work as well as a person who's good at doing it freehand. Ensure this person is skilled (ask them to show you). A poor, jagged, wavy or splotched cutting-in job will jump out at you every time you walk by it. Why more than one cutter? This job is nerve-wracking and painful to hands and arms after a few days. You'll want to give this person a break after a few walls.

But to give you a good idea of what the hourly rates tend to be, these range from $45-60 a man/hr. Then you have to factor in the cost of materials. Did you even read the article? It was specifying UNSCRUPULOUS painters! And, by the way, the photo at the top was not identified at all. How would anyone know whether it was done by a homeowner or not? Also did you ever stop to think that if a consumer has the knowlege to spot a dishonest contractor then by default he also has the knowlege to identify an honest one as well? And, pardon me, but just because you've never seen something has absolutely nothing to do with whether it has actually happened to someone else. Why would any honest business person be so defensive about the publishing of such useful information? If any painters/painting contractors object to a consumer having this kind of information maybe they are the dishonest ones!
